A few, at law, held land and the right to parliament for life. But the great majority of the aristocrats held no special legal status, but influence and relationships within the privileged elite. Swapping government benefits amongst themselves was one reason the classic liberals were determined to restrain and restrict the scope and power (not to say financial means) of government. Government was expected to be competent, but also quite limited.<\/p>\n<p>The new aristocracy &#8211; with rights codified by law &#8211; are the ever expanding &#8220;protected groups&#8221;. And their government patrons &#8211; and competency is irrelevant.<\/p>\n<p>The static economy shrinks the pie, the application of the law becomes increasingly uncertain.
